Instructions RTO-application

Read the instructions carefully before you start filling in the electronic application form. The application form is entirely in Dutch, however, because everything you enter will be on the certificate, you must enter it in English. You are responsible for entering your details correctly.

The digital application method is only compatible with Internet browsers Microsoft Edge or Internet Explorer version 8 or newer.

1. Applicant Details (Gegevens aanvrager)
If the employer/applicant is not the ship manager, the contact details of the employer must be entered. In this case the exemption will state the following: “ship manager name” represented by “employer/applicant”.

As standard, the exemption to be issued will be sent as a PDF document to the e-mail address you have specified.

If the invoice has to be sent to a different address, you can enter a different invoice address if necessary.

2. Application details (Gegevens van aanvraag)
Here you choose what the application is for: a new exemption or an renewal. For renewals, please enter the reference number of the exemption to be extended. Then, enter the desired date of the exemption. Renewals are extended by one year.

For the type of application, enter the exemption type. No cluster request is the default option. This is a normal exemption for 1 ship.

If you want to apply for a cluster exemption (several ships on one licence), there are two options: a cluster for 5 years or for 1 year. Check which is applicable to you.

For 5-year renewals of the appendix of a cluster application, then you must enter the start date of appendix cluster request.

3. Ship (Schip)
Enter the name of the ship applicable to the exemption application. For cluster requests, you can fill in the details of more than one vessel. Clicking on the plus sign adds a new field in which you can enter the name of an additional ship. If you want to remove a ship, you can use the cross next to the completed box.

4. Functions (Functies)
Here you fill in the position of the officer, the number of officers, their country of residence and the applicable CBA of the officers.

Click on the template next to the entry field of the function to see the overview of the various functions that you can use. Click on the function of your choice and it will automatically appear in the entry field.

Click on the plus sign next to ‘Functies waar de aanvraag op betrekking heeft’ to add a new line where you can enter the function, the number of officers and the officers’ country of residence.

If you want to delete a line, you can click the cross at the end of the line.

5. Additional attachments (Mee te zenden bijlagen)
Here you can upload document(s) that you want to enclose with the application. This may be, for example, the proof of memberships of Nemea. You can upload multiple documents by adding a field with the plus sign and removing a field by clicking on the cross next to the field.

6. Declarations (Verklaringen)
To be able to send the application, one of the first three round click boxes regarding Nemea membership must be clicked. If you are a member of Nemea, click the first box. Note: For personnel/temporary employment agencies, ships that are not registered with the KVNR cannot be brought under the scope of Nemea CBA. These ships will be handled as not being a member of Nemea. If you are not a member of Nemea, but you have an agreement with Nautilus International regarding applicable wage and employment conditions for non-EU officers, click on the second box.

Please note! Shipping companies can be Neptune members for MESV ships. If the application involves MESVs, please state this on the application form under explanation.

If you are not a member of Nemea and you have no agreement with Nautilus International, click on the third box. In this case, you do not meet the conditions for obtaining an RTO licence. You now have two options: you can register your ship as a member of Nemea. The ship in question must first be registered as a member of the KVNR, because a ship that is not registered with the KVNR cannot be registered with Nemea either. If you do not wish to use this option, you must contact Nautilus International to conclude an agreement with them on pay and employment conditions.

In order to be able to send the application, the two square click boxes must be checked. This indicates that i); you will make work experience places available for Dutch officers who are in possession of statutory certification for less than one year, and ii); that the appointment of non-EU officers does not lead to the forced dismissal of EU officers with the ship manager/employer.

7. Send form (verzenden)
When you have entered everything correctly, click on send and the application to be sent and the licence will be processed. You can stop the process by clicking 'annuleer'. In both cases you will return to the licence overview.
